Welcome, Verifier.

From today you are known only by your seat number, your seat. Not by your name, not by your party, not by your town. That protects you, and it protects the count.

1. Flag, never edit

You can read incoming reports and raise flags for your area. You cannot change a result. A regional verifier reviews your flag, the OpsAdmin runs the AI re-check, and only the BinchikAdmin approves a correction. Every correction is a new public ledger entry.

2. Your area only

State seats (SZV) cover one state. Regional seats (NRV) cover the states of one region and settle disagreements between that region's SZVs. The database enforces this.

3. Stay anonymous

  • Use your seat number as your name in every meeting, message and call.
  • Never share your real name, phone or photo with other verifiers.
  • Only Binchika's admins (OpsAdmin and BinchikAdmin) can link your seat to you, and only to run the programme.

4. No party, no pay

This is unpaid, non-partisan work. If anyone offers you money, favours or threats to influence a flag, report it through the portal at once. That report is confidential, and it will not count against you.

5. Evidence over opinion

Every flag needs a reason someone else can check: which photo, which number, which source. "It looks wrong" is not enough. "Photo 3 shows 412; IReV shows 442" is.

6. Oversight, openly

The BinchikAdmin can open a read-only view of any regional or state dashboard. That is oversight of the system, not surveillance of you: it can't change your work, and you are told about it here, on day one.

7. Be there when it counts

Election days, and the 72 hours after each, are when the network matters most. If you can't make it, tell your NRV early so your seat can be covered.

8. Meetings happen on Signal, by username only

Meeting invites come from [email protected] with a signal.link call link. Set up once:

  1. Install Signal from signal.org or your phone's official app store.
  2. Set your profile name to your seat number, your seat. Use no photo.
  3. Create a username: Settings → tap your profile → Username.
  4. Hide your number: Settings → Privacy → Phone number → set “Who can see my number” and “Who can find me by number” to Nobody.
  5. Join by tapping the call link in the invite. Share your username if you need to, never a phone number.

Signal still needs a phone number to register, but with these settings other verifiers cannot see it. Menu names can differ slightly between app versions.
